There are many government officials who actually are members of "Friend" Organization. This officer is a part of Friend organization and works quietly under Detective Yama's order. This policeman also plays a role in the new book of prophecy as he's order to kill Kanna at Shinjuku-Kabuki Catholic Church. (Book Volume 9 Chapter 10) He's killed by Masao at that very church.
